Otis Minnesota Services is built on the legacy companies Otis Eastern Service and Minnesota Limited.
Otis Eastern Service, founded in 1936, grew from a wellhead equipment supplier to a constructor of pipelines for midstream and transmission companies throughout the Northeast, as well as gathering systems for producers in the Appalachian Region.
Minnesota Limited began as a small, family-owned business in 1966, serving the natural gas distribution industry.
Joining together as one company allows Otis Minnesota Services to be a leading provider of transmission infrastructure services built on the core values of Safety, Quality, Commitment, and Reputation.

Dale Anderson
PresidentDale Anderson
PresidentDale Anderson has over 35 years of experience in the utility construction industry. Prior to joining Otis Minnesota Services, Anderson began his career in utility construction as a laborer and eventually held the positions of President & COO with the MRM Network of Companies and Senior Vice President for the Quanta Services organization.
Anderson now serves as President and COO of the Union Gas Division of Artera Services and is responsible for the operations of Miler Pipeline and OMS. He is also involved with strategic planning and high-level customer support and represents the company through participation in industry-related organizations and events.
Josh Sargent
Vice President of OperationsJosh Sargent
Vice President of OperationsJosh Sargent has 25 years in the utility industry and recently joined Otis Minnesota Services as Vice President of Operations.
His journey began as a laborer in the storm and sewer utility sector, swiftly transitioning into the natural gas business. Progressing through roles in engineering, compliance, and operations at Vectren (now CenterPoint Energy), and joined Miller Pipeline in 2016.
Christopher Haux
Vice President of OperationsChristopher Haux
Vice President of OperationsChristopher joined Minnesota Limited in 2002 as a Director of Environmental Health and Safety before moving to Enbridge in 2008. In 2016, he returned to Minnesota Limited as a senior project manager, overseeing larger-scale mainline systems.
Christopher assumed his current role of Vice President with Otis Minnesota Services in July 2022.
Keith Miller

Vice President of OperationsWith more than 40 years in the pipeline industry, Keith began his career journey as a Laborer with Miller Pipeline in 1981. Working his way up through the ranks, he became a regional vice president in 2002, focusing mainly on Miller Pipeline’s transmission work.
In 2012, he assumed the role of Vice President – East Operations for Minnesota Limited. Keith’s expansive knowledge of the industry and steadfast commitment to his team continue to broaden our operational footprint across the Midwest and eastern parts of the country.
In 2022, Keith leads the east operations for Otis Minnesota Services.
Mark Klimbal, CSP, ARM
Vice President of Safety & ComplianceMark Klimbal, CSP, ARM
Vice President of Safety & ComplianceWith over 27 years serving as a construction safety consultant and director, Mark joined Minnesota Limited in 2013 as Vice President of Safety and Compliance. He now leads Safety and Compliance for Otis Minnesota Services.
Mark is actively involved in the safety community, having served on ANSI, AGC, and OSHA committees. Mark is also a Certified Safety Professional.
Vic Krauze
Director of Fleet & EquipmentVic Krauze
Director of Fleet & EquipmentVic joined Minnesota Limited in 2003 as a laborer before moving to the safety division after five years in the field. In 2015, he was appointed Director of Equipment and Fleet. He now leads Fleet and Equipment for Otis Minnesota Services.
He is actively involved with several equipment manufacturers, providing input regarding future equipment design to meet the demands of our industry. He graduated from Colorado State University with a bachelor’s degree in Business Management.
Kimberly Kroll, MBA, SHRM-SCP
Vice President of Human Resources – Union GasKimberly Kroll, MBA, SHRM-SCP
Vice President of Human Resources – Union GasKim has over 20 years of progressive human resources leadership experience with a dynamic history of working across diverse industries such as manufacturing, service, and construction, focusing on the strategic development of strong organizations and talented employees. She recently was promoted to Vice President of Human Resources for the OMS team, as well as the Gas Distribution Division of Artera, which is comprised of Miller Pipeline, K.R. Swerdferger, and KS Energy.
In addition to her position with Otis Minnesota, Kim also serves the community surrounding Otis and within New York State by volunteering on various boards, including Leadership Allegany, Alfred State College Advisory Boards, CTE Boces Advisory Committee, as well as an Ombudsman for New York State under ESGR (Employer Support of Guard and Reserves).
Kim has served the HR community in various Board of Director Roles with the Buffalo Niagara Human Resources Association (BNHRA), most recently as President of the 700-member organization. She has also volunteered at the state level as Director of Workforce Readiness. Both are affiliates of the Society for Human Resource Management. For the past ten years, Kim has been a judge for the Regional DECA competition within NYS for statewide high school business students.
In addition to her years of human resources experience and volunteer roles, Kim obtained her Master of Business Administration from Medaille College and is a Senior Certified HR Professional through SHRM.
Tim Torgerson

Director of Information TechnologiesTim Torgerson has worked in the information technology space for over 20 years. Before joining the Otis Minnesota Services team, Tim served as an IT Leader at KS Energy Services, where he guided daily IT operations while managing special larger projects in which he worked alongside various departments, including fleet, finance, human resources, and legal. Tim has also worked with tech giants like AT&T and IBM.
Currently, Tim Torgerson holds the pivotal role of Director of Information Technology at OMS. In this capacity, he is responsible for identifying and addressing the organization’s technological needs, leading strategic projects across the entire OMS network, and upholding stringent cybersecurity standards.
Dan Smith
Vice President of CommercialDan Smith
Vice President of CommercialDan Smith has over 25 years of experience in business management and sales strategy execution experience in the utility sector. He joined the Artera Transmission Division in early 2022 and now is the Vice President of Commercial for Otis Minnesota Services as of July 2022.
Dan has a bachelor’s degree in Business Management.
